gaming banners are effective. Flash formats really allows endless interactive opportunities. you can do drawings, chatting, quizzes, puzzles, or games (like this one above). these interactive elements encourages strong interaction with the brand and/or productss. most importantly, it makes your ad fun!

No doubt banner-in-gaming works. But I've seen one too many times a client/advertiser not achieving good CTR but achieved fantastic interaction time. And they get all unhappy. What they may not know is the user might recall your brand even more through the interaction vs remembering your brand from a website.

Guess it boils down to the brief too.
